All of my recent webmaps have had pop-ups that I developed on the AGOL side. I was recently requested to incorporate hover-tool-tips... I'm uncertain that this is possible... Is it?

I do not believe it is possible if you are using AGOL.
You would need to developer edition to add tool tips.
