I am interested in creating a custom widget that allows someone using a flex viewer built application to create and download reports/graphs of interested variables.
I understand that it's possible to use the flex viewer source code to create modules. Being new to the development side of GIS could anyone give me some advice on where I could start learning the skills needed to build this custom widget, for example where to learn the appropriate programming techniques and any learning resources for implementing this with flex viewer API? Thanks in advance

If you have decided to create custom widgets for the Flex Viewer, a good starting point is the Developer section of the Flex Viewer resource center. See for example:

Edit: I'm hoping to get some advice from someone who has good experience developing custom widgets.
