If the vehicle data you are tracking is in a database table with Lat/Long coodinates, you can publish that as a map service by adding the table to an ArcMap document and using the Display X/Y Data to make it into a map layer. Then use the Query Widget to display the layer and set the refresh rate to however often your data updates.
