Stage Utility Network Fails

I am running ArcGIS Pro 2.9.1 and I am trying to 'Stage Utility Network' in an empty FGDB. The tool when I run it is producing the following error with no error number:

What am I missing? I am using the latest untool version.
OSError: "" does not exist

Use a service territory feature class instead of a layer.

This will be resolved in a future release of untools, thanks for finding!
