Junction-Junction Associations require to_terminal

During the Apply Asset Package tool execution it errors out saying the junction-junction associations in our C_Associations (populated with FME) require a to_terminal.  The from_terminal is populated.  The rules and featureassociation rules DO NOT call for a to_terminal.  This error is occurring in 3.6.2.  The majority of the features are transformer to their service points, a common association that is well defined.

Add devices/junctions technically have terminals.  If a terminal configuration was not applied, you need to set it to Single Terminal.
