Is there a way out to change the order of Tiers? or there is a way out to delete the tiers and tier group and recreate them.

Can you explain what you mean by changing the order of tiers? Each tier has its own unique tier rank that controls tracing. This is how the system knows that high voltage is upstream of medium voltage and low voltage is downstream of medium voltage.
Once you've added a tier group or tier to a utility network you cannot remove it. However, if you export your data to an asset package you can them remove the tier/tier group from the model (along with all its configuration) either manually or using the D_Configuration table.

Also, for providing the work around via Asset Package.
At the risk of stating the obvious, but thinking of those who may still be learning about UN, let me remind folks that once these kinds of changes are made in the Asset Package, the E-GDB instance will need to be completely recreated out of the modified AP. So, we need to keep in mind that the AP-based workflow should be used as a "last resort". The history of the E-GDB prior to re-applying the refurbished AP will be lost.
@JoaquinMadrid1 It's not just the history that is lost. You are leaving the old database behind and setting up an entirely new geodatabase with the new data model. We may get less restrictive about making these kinds of changes at some point in the future, but for today this is the workaround.
