ArcGIS Pro 2.5: Why the “subnet controller type” is configured to be source or sink when adding the utility network domain?

I couldn’t figure out why the “subnet controller type” is configured to be source or sink when adding the utility network domain.

By the way, I see that it is better to replace the word “domain” here by “sector” to not be confused with the “domain” that is build at the level of database. The domain here is ment to indicate for water, gas, electricity, fiber, etc.
