Survey123 cannot upload the object from some places (Error 1009. No permission to edit the specified feature)

I have a strange error, everything is fine if the object is loaded without the attachment - no errors anywhere.
If the object is uploaded in Southern Europe and an attachment is added - I get an error like in the attached picture. If without attachment - everything is fine.
If the object is uploaded in Northern Europe - with attachment or without attachment - everything is fine.
Maybe someone has encountered a similar situation and knows the solution?
The error was noticed when a language module was added to an old Survey123 form and uploads from Southern European countries appeared.
