Reports: Set minimum map scale map showing multiple features?

I'm working on a making a report template right now and I'd like to have a map question showing all the geopoints in that repeat.

So far so good.

However, I'd like to set a minimum scale, so that no matter what, each map is at least 1:1000, for example. As it stands right now, a geopoint question matches the scale set or the extent of all features in the map.

How can I set a minimum scale for this?

I've been experimenting with that, but if you set a scale that would be too zoomed in to see all of the features, it will zoom in past them. So, if you set the scale to like, 1:1000 and then you have points 30 miles apart...

What I've settled on is two maps: one that appears if there's more than one geo point and one that appears for one geopoint. I set a scale for the single geopoint map but not for the multiples. 

I don't love this.

Honestly, I don't love any of the way the reports handle maps. For one thing, at a minimum let me print the scale the maps is set to. Impossible unless you manually set it, it seems.

Could you set the map scale based on a condition i.e. repeat count?  Have one condition for 1 and another for multiple.
