Microsoft Power automate Notification issue

Hello everyone, 

I have created a flow to receive email notification whenever the surver123 form is submitted. The problem I am facing is when the survey is submitted with an attachment, the flow works fine and I do receive email notification. But, in the absence of attachment, the flow fails leading to no email notification. Has anyone encountered any such issue? How did you resolve it? 

I have shared a screenshot of my flow for reference. Any insight/help is greatly appreciated.

@deepikasingh_fbcad I don't know the answer but I am interested in the solution. My thinking is the solution would be similar to this but I haven't been able to get it to work yet:
