Assuming you are using ArcGIS Online, looking at the ArcGIS Online status dashboard it doesn't look like there were any service disruptions today.
If you are using ArcGIS Enterprise you may want to check in with your organization administrators.
If the issue persists please feel free to reach out to Esri Technical Support and they will be able to help assist in looking into the behavior.
