My story map (https://storymaps.arcgis.com/collections/eb998958af064940ac9c472676b6cf05?item=3) includes a sidecar where I plot the base map and vector layer. The two maps shown in the sidecar are already published to everyone. However, every time I open the story map it requires the login to the ESRI account, otherwise the base map does not show up. I was wondering if it is a requirement that the base map can only be seen by ArcGIS users. If not, are there any solutions to make it completely public?

It looks like the Vector tile basemap you were using from OpenStreetMap is not a publicly shared version and requires a token (https://basemaps-api.arcgis.com/arcgis/rest/services/OpenStreetMap_v2/VectorTileServer?f=json). Could you try adding the vector basemap again, either using this link (https://basemaps.arcgis.com/arcgis/rest/services/OpenStreetMap_v2/VectorTileServer?f=json) or by searching in the Living Atlas for OpenStreetMap Vector Basemap?
Let me know if replacing that basemap with a publicly shared version resolves your issue.

I added another open-sourced base map by adding a WMTS layer. It works now. It seems that all base maps provided by ArcGIS online map viewer are for development purposes and require an access token to read.
