Is it possible to embed a WAB app (dev edition) into an ArcGIS StoryMap?

WAB apps hosted on ArcGIS Online or Enterprise can be embedded inside a story, and I'm not aware of any limitations on this with the self-hosted developer edition. However, the hosting server would need to support HTTPS and it's possible some security policies on the hosting server could cause issues or otherwise restrict embedding.

Are you having trouble with a specific app? If so, can you share the link?
