Hi Solomon - Unfortunately transferring items (this includes story maps as well as any other map or app) between accounts in different organizations is not a current capability of ArcGIS. It's possible if you write a python script, but I don't know of any tools from Esri or others that do this.

You can try posting an idea on the ideas site if this is something you are interested in seeing.

Owen - would ArcGIS Online assistant allow for copying between ArcGIS Online/Portal accounts to another ArcGIS Online/Portal account?  I was reading Charlie Fitzpatrick's blog article about something like this last week.  As Charlie said - it's a bare bones tool but "might" work...

Robert, AGO Assistant will not work for stories created with the new ArcGIS StoryMaps. It may work in certain cases for stories created with one of the classic templates. However, often it can appear to work, but it doesn't create a true copy, so you can run into issues later on.
