One of our employees is attempting to create and publish a theme for a story map. They were able to create one, but unable to publish due to administrator permissions.
So currently the user does not have permissions to publish the theme - and as the administrator I'm having trouble finding the right settings to enable them to do so. Is there somewhere I can quickly enable for them that will allow them to publish Story Map themes?

At this time, publishing a theme requires the theme be shared publicly, so anyone in a role with the Sharing > share with public privilege can publish a theme.
Some organizations also restrict all members from sharing content publicly. This setting is under Organization Settings > Security > Policies > Sharing and searching >Members can share content publicly. If this setting is disabled, only administrators can share items publicly (or publish themes).
We are looking at providing other ways to publish and share themes later this year. You can take a look at these related ideas and vote for them if they reflect your needs (or submit your own idea if these don't).
We have run into this exact same question. The previously mentioned post does not solve the issue. It seems like at the moment only admins can publish themes.
Hopefully this can be addressed in a future update!

Some more publishing versatility for Story Map themes would be great to have - glad its being considered!
