The map legend can only be placed in the lower left hand corner of the map in storymaps. I suggest to give the user the possibility to customize the legend location.
Additionally, it would be great if you could please comment on that idea to provide some detail as to why the current options and capabilities aren't sufficient to create the experience you're looking for so we can understand the reasons for your request to better evaluate it.
