I want to find out if I can duplicate layout and still use the same map. but I want the information on each layout to be different.

You can create multiple layouts that reference the same map, and these layouts can vary in presentation as along as the differences are contained to text, scale, individual items that are inserted onto the layout, etc.
If you’re looking to create differences in symbology or differences related to the actual data in the map itself, you will need to use a different map as the layout source, because if you use the same map, when you make a change in this one map, it will apply that change to the map in all your layouts.
