When creating a tile package, I am finding that the size appears to decrease unless the highest resolution extents are chosen, where the file size can actually greatly increases beyond that of the original image. Is this typical for tile packages, and is there a way to allow for higher resolution extents (closer to 24 on a scale from 1-24) while keeping the file size from increasing?

Thank you so much for your response! The tile package (.tpkx) is of a JP2 raster. I am running Manage Tile Cache (using Input ArcGIS Online as the tiling scheme), and then Export Tile Cache to create the .tpkx.
There are many parameters available in the tool that may have an impact on the file sizes.

The first two paragraphs are also of interest as well. So checking out the "optional" parameters may be worth exploring.
