Terrain Protruding Through Polygons

I'm trying to apply the natural park rule package in an area with relatively slight elevation changes and the terrain protrudes through the polygon in some areas. I've tried adding more vertices to capture more elevation values and changed depth priority but nothing seems to work. Cartographic offset produces an unwanted floating appearance, so I don't want to use it. Same with a slight vertical exaggeration.  Note: this also happens without the rule package when a simple polygon fill is used.

I, and one other, posted this question on the item details page for the rule package but am reposting here. Any assistance is appreciated.

Layer properties are set to Elevation>Absolute Height>Geometry Z-values and I'm running a decent GPU with 8GB RAM, Pro set to high performance in Windows graphics settings. Changing ArcGIS Pro display settings hasn't solved the problem.
