Scale bar in Layout: Compute at center and also size accurately

Hello all,

I am relatively new to ArcGIS, and I am running into an issue with scaling when creating a layout in ArcGIS Pro. I am trying to use a 1:360 scale (1 in = 30 ft.), and when adding in the scale bar, it is showing the measurements incorrectly (off by nearly 10 feet). I found this is due to the scale bar showing relative to the origin (0, 0). I selected "Compute at center," since the layout I am creating is in the United States, (approx. 38, -90). This is now showing accurate distances on the project, but when using a scaling ruler on the printed layout, it is not scaled to 1:360.

Is there a way to display both accurate distance and scale based on coordinates at the center of the map frame?

I hope this makes sense the way I explained it. Anyone have any ideas?
