Polygon (top layer) should hide what's under, labels don't hide?

I need to hide everything under the orange polygon, but labels seem on top. This is live data and I don't want to turn them into annotations because this could change in the future.

Please help!

Under the label placement properties, you will need to add a very high feature weight to your orange polygon (a weight of a 1000). For more information see Prevent labels from overlapping certain features—ArcGIS Pro | Documentation.

I've used that tool to move the labels away from my lines, I should have tried that. Thank you!

It was a great idea and in theory, it should work. Did I miss something?

I even updated the latest patch, do I need to submit this as a BUG?

I have used this approach successfully in the past for feature classes. Only other suggestions would be to check you are using the Maplex labeling engine? Then what data type is your orange layer?  Not that I would know that much about what layers work and which may not (I suspect map services may not). 

Probably best to log this with tech support.
