Near tool not generating desired output-arcgis enterprise

hi all, i'm running a near tool and its giving null values all across the board.  I have the following parameters checked and this is the result that it gives me as seen below also. Any idea what i'm doing wrong? thanks GJ

both are featurelayers or featureclasses?

Both are FCs. in different datasets

and both are in the same projected coordinate system?

I would rule out anything at this stage by just letting it run without your distance specification and have a look at this to see other considerations
