One of three computers that has been upgraded to Pro 3.0.1 is missing the gallery for the Layer Templates within the Insert Tab. No error has occurred. The following procedures have been tried. - Installing the newest version of the Desktop Runtime, uninstalling ArcPro and downloading the .exe and installing the program (rebooting the computer between actions). Installing the patch. In addition, within the Project, Options, Customize the Ribbon, List of Tabs, Insert, Layer Template (the gallery is visible) and selecting the Rest All under the main tabs under customize, adding and removing it from the insert tab - nothing has worked. In addition, opened an .aprx that was created on a different computer where the Layer Templates gallery is function properly, the Layer Template is still empty, indicating the problem is isolated to one computer.
Unable to locate a solution through multiple searches in the community forum and on the internet.

Thank you for the information. The Layer Template gallery contains the Bright Notes and other Map Note options that resides within the Main Tabs/Insert. Their is an option to rest but not one to redirect the path name. After resetting the problem persists.
I am having the same issue as well. Were you able to get a solution for this ?
I fixed this by closing Pro and deleting the ResourceIndex folder located here:
C:\Users\MYUSERNAME\AppData\Local\ESRI\Index\ResourceIndex
Pro created a fresh copy of ResourceIndex when it opened, and now the Layer Templates appear.
