Join using spatial and attribute data

Is there a way to do a “join features” type function (join using both spatial and attribute conditions) without requiring an upgrade to an advanced licence?
I have two vector datasets of polylines where I only want to join if they are within 20m of each other (because the lines have come from different sources and are offset by varying amounts) and if they share the same road attribute value (for example around intersections).

Did you try it in two steps?  Do the spatial join first and save that to its own featureclass, then query by attributes that resultant
