I am trying to make a 30"x30" map for local fire districts, I want the blue box to basically match the corners of my guides. Is there a way to make that box match my guides? This map will also have roads on them, so I want to keep it where the road names are legible.

In your layout, simply select your map frame and drag the 'grab handles' on each corner and pull them to the appropriate corner - you can set up your snapping environment so you can snap to guides for this if that makes things easier.. Alternatively you can go the me map frame properties and specify the width and height to be whatever dimensions you need and specify the anchor position - for instance, if your sheet is 30x30 and you have 1 inch margins, then you you would specify a map frame of 28x28 starting at x = 1 and y = 1 at the lower left corner. You are going to have to fool around with the scale you want to display at to adequately show the roads and labels and the appropriate label properties, this can all be a struggle sometimes depending on how much detail you have to show at any given scale.
