@RashidMustafa Separate download of License Manager is not needed. When your ArcGIS Pro login screen is not showing, try running as admin, clearing browser cache, checking firewall/antivirus, updating Pro patch, using a different browser or resetting Pro's portal cache via Registry Editor; often, it's a browser/network issue or corrupted profile data. Hey @RashidMustafa

How are you normally connecting to ArcGIS? Do you or your organization have an ArcGIS Online account, or do you work through ArcGIS Enterprise?

When you open up ArcGIS Pro, it should have a login page where you select your licensing portal, if it's through ArcGIS Online, then you would connect to the organization URL you normally use, can you send a screenshot of what you're seeing when it isn't able to connect?
