How do I add a .png to a map for georeferencing?

Hi everyone,

I'm a NOOB to ArcGIS PRO, and have been spinning my wheels for hours on what seems like a really simple thing.

I want to add a png of a blueprint to a map so I can georeference it an trace the walls.

I have figured out how to add images to "layouts" but not maps.

Whenever I go to to Imagery or Insert there is no option to add an image.

Do I need to do something first before I can add an image over the base map? Where do I go to upload this image?

If you make a new blank map without any basemaps or defined coordinate system, the Add Data should allow you to add the file
