create a point feature class with a WGS 84 coordinate system. Put points along the border. Make sure your Map coordinates are projected in WGS 84 and then run Add XY coordinates  geoprocessing tool.

So if you're asking how do you calculate the border of the US as Latitude/Longitude values, here's the workflow.

  1. If you don't have the USA border, you can use the Catalog Pane.  Click the term Portal and search for Country Boundary.  The first result should be World Countries.  Add that to a new map.  Select the US and export to a new feature class in your geodatabase or as a shapefile.
  2. Set your Map View as WGS 1984.
  3. Run the Feature Vertices to Points GP tool and create a new point feature class or shapefile.
  4. Then run the Calculate Geometry Attributes GP tool for the Point-X and Point-Y values to create new LAT/LONG fields.
  5. Voila - point feature class of Lat/Long for the USA border.
