Georeferenced Image Doesn't Export

I frequently have to georeference site plans (PDFs converted to JPG) into an map to show elevation and then export the layout as a JPG. I've done this in ArcMap a million times with no issue. For some reason I am having issues with ArcGIS Pro. I georeference the image and it looks the way it is supposed to in the layout, but when I export the layout the georeferenced image is gone. What am I doing wrong?

 

I've included a screenshot of what the map looks like in the ArcGIS Pro layout and what happens when I export.

somone suggested a setting (overprint) that needs to be disabled

I read through that thread. Simulate overprint is disabled and the problem persists....

In my case saving the georefenceing helped! You might already have thought about that but it's quite easy to forget to actually press "save" on the georef tab (I just did). Same goes for features that have been edited but the edits aint saved: looks good in layoutview but they don't export.
