A file with the format .mdb is not a shapefile, it’s a “personal geodatabase” in the format of a Microsoft Access database. The solution is to use the 32-bit version of ArcMap to convert it to a file geodatabase and then reopen in ArcGIS Pro:

Frequently asked questions—ArcGIS Pro | Documentation

Can I use personal geodatabases (.mdb) as data sources for ArcGIS Pro?

Personal geodatabases can only be viewed in ArcGIS Pro. Personal geodatabase datasets can't be used as inputs to geoprocessing tools. Similarly, output datasets can't be stored in personal geodatabases. ArcGIS Pro supports the following types of geodatabases: file geodatabases, mobile geodatabases, and enterprise geodatabases.
