Difference in rotation symbology map view and layout view

For a project I want to visualize arrows pointing into the direction of the camera that took a picture. This is easily to visualize by using Vary Symbology By Attribute and use the rotation field. However, when switching to the lay-out view, the rotation does not change according to my layout rotation. See the illustrations below for a visual example:

To nicely visualize the train tracks, I rotated my layout view in such a way the tracks are horizontal. As you can see, the arrows change nice of location. But the direction the arrow is pointing to remains the same.

Does anyone know a trick to overcome this problem?

Robin,

Without testing this myself, have you tried changing the Angle Alignment setting under the Format Point Symbol/Properties/Symbol from Display to Map?
