In Pro 2.95 I can successfully create a tpk file but when I try it in Pro 3.1 with the same input and settings it gives the error "001461: failed to package tiles". Any ideas why?

I only get this error message when the Area of Interest input feature is in a different projection to the output tile package. When the "Package for ArcGIS Online" option is selected, the Area of Interest input feature projection needs to be WGS 1984 Web Mercator (auxiliary sphere) (EPSG 3857).

I'm on 3.1.2.

There looks to be an update on the BUG article from 7/30/24 that provides a workaround:

Workaround

Remove the feature from the Area of Interest parameter and put it in the Extent parameter.

However, the Extent parameter does not honor the extent boundary.

I had the same issue and the workaround worked for me.

... and worked for me, too.

This may not work for you, I'm a bit of a layman in the complexities of how these processes work but I found that when I was hitting this error it was typically triggering at the parallel processing step. I set the Parallel Processing Factor environment parameter to 0 and it ran successfully.
