I recently changed monitor size from 1080p to 4k. ArcPro keeps opening dialog boxes like progress bar windows halfway off screen; it won't remember its location if I move it where it's visible. This keeps confusing me because it looks like ArcPro is idle if I forget this new behavior.
I've tried looking at the registry but found nothing relevant.
I was able to get help from Esri tech support on this. They were very helpful. They performed a soft reset of ArcGIS Pro without uninstalling. They were able to preserve my Favorites, while deleting other settings.

in case anyone is like me and working through a remote desktop, using the built-in onscreen keyboard utility allowed me to use Alt + Spacebar to move the off-screen dialog box instead of it just working on my physical computer

I was having a similar issue, especially after changing my display settings on my laptop and monitor. I know the alt+spacebar+m worked for many people but it did not help me. I reached out to my company's IT department and they gave me a solution that has worked well so far!
Navigate to your AppData folder, under local (not roaming), go to ESRI, and then change ArcGISSettings.xml to ArcGISSettings_old.xml. (This will reset your toolbar settings).
Open ArcGIS and hopefully your problem will be solved longterm! 🙂
