ArcGIS Pro Calculate Field (using SQL) Not Honoring Selection

It appears that the Calculate Field tool when using the SQL expression type in ArcGIS Pro 2.3.1 does not honor a selection set.  Is this functionality not supported or this a bug?  I could not find any mention of this in the ArcGIS Pro help.

I ran into this last night, one in a series of problems when trying to join a table to an ArcGIS Online hosted feature layer and then calculate a field.

This is good information.

It would be even better if an invalid option was not displayed when the inputs contain an unsupported format, instead of as a note in the online documentation.

Python 3 worked for this particular issue.
