Always align pop-up tree left unless I scroll

While this was fixed for the TOC in 3.1, the pop-up pane suffers from the same problem detailed here: In TOC, keep contents aligned left - Esri Community

Perhaps this pops up other places too, but this is slightly annoying. Every time I expand the selected record to view related records (or the related record is otherwise selected), it scrolls the pane to the center. Very undesirable, especially when the software doesn't even support horizontal scrolling with the mouse.
