When creating parcels with the traverse tool, sometimes I think I am done, I save and close out the traverse tool, but then I realize I need to add or adjust the traverses. How do I restart the traverse tool on my lines and then adjust the measurements of the previously created lines?

Unless there is a way I am unaware of, I think once you have finalized a traverse and closed that window, you won't be able to get it back. You can "Export an ArcMap Traverse" file using the hamburger menu in the Traverse tool to save a copy of your traverse before you close it, and then import it again. Once it is gone, however, I don't think you can bring it back up.
Yes you can restart/resume a traverse by tracing in the lines into the traverse grid. Trace in the lines, make your edits and the lines will reflect the edits.
However if you have built a parcel, you will need to do Reconstruct From Seeds first...
