I have two shapes files, both with less than 1000 features, (one c4MB, the other 1.3MB). When I try to add them to my map from file I get an error saying they're too large. I can add them as shapefiles in Content, but then can't create feature classes to add them to the map.

I've replied to the linked thread, but am replying direct to you too. The problem is that, as you can see, I don't appear to have the Publish to Feature Layer check box. Any idea why that might be?
Could you attach the ZIP file to the thread? That way we can see if this is related to your account or the data.
And what coordinate system is the shapefile in?
It is not the data, since it allows me to publish the ZIP you shared (sorry for the Spanish interface):

Do you have a Level 2 Named User? Are there any restrictions on publishing content in the role assigned to your named user?
Simon... first confirm your privileges to publish which is 2 step

and to make sure you have all the bits http://doc.arcgis.com/en/arcgis-online/reference/shapefiles.htm and have all the necessary steps.

I'm just a private user and can't see any Role in my profile. Since it's just my account I can't think why I'd have any restrictions on loading my data.
Can you contact the portal administrator to see if the role configured for your account allows you to publish data to the portal?
How do I do that? Who is the portal administrator?
