Vector Tile Legend?

How do you get a vector tile layer to show up in the legend? I don't have the option to "show in legend" like I do for other layers. I created my vector tile index, then package, then uploaded to ArcGIS Online. Am I missing something? Corresponding feature layer that has to be included in the upload in some way? I really don't even care about popups or being able to query.

Another vote for Vector Tile Layer legends. Would really like to be able to expand a legend in a LayerList without a bunch of workaround.

Why is ESRI still ignoring basic features like this one?

Our clients are far from happy with the growing list of moment 22's produced by this company.

Like:
"Do you need a fast drawing web map with many layers?
- No problem, use Vector tile layers!
Do you also want to see the legend for all these layers in order to actually know what you are watching?
- Leave off!"

I have intricate data that can't draw fast enough when changing zoom levels. The only way to fix this seems to be making it a tile layer. But I see now that we cannot show the legend in tile layers. Please allow tile layers to show a legend!
