share as web layer error code 403

I'm trying to share as web features.
My inputs are copy all data and the layer type is Feature.

I should have full access to all my datasets, yet a handful of the layers return with an error code of 403 claiming I don't have the permission.
When I attempt to share from a new project, or share as map image it will at times allow me to share the layers. 
I am so confused and tired from running around in circles, trying to figure it out. I can't see the logic behind this error code and I hope someone can illuminate it for me.

I am having this issue too.

I'm also affected by this. Someone added me to their group so that I can access their layers, but I get a 403 error when the map tries to load the layer.
