Is it possible to search features in an arcgisonline map by a specific attribute, then zoom or pan to them as you would in ArcView?

You can do it in ArcGIS Explorer Online by building a query. Queries only work against services, I believe. Open your map in arcgis explorer online and define a query.

No, queries don't currently support shapefiles.
