I am unable to load image services with ArcGIS online using Google Chrome version: 46.0.2490.71 m. However the image services load fine in Internet Exlplorer version 11.09600.18163.

You are able to see the spyglass app with the 1964 imagery?
I am using two web maps, one with the world imagery (spyglass) and one with the 1964 image service. I cannot get the application to run properly in chrome, edge, or safari.
As stated above I loaded the image service and then saved the map. Then created a spyglass application.

Yes, I was able to get this to work with the 1964 imagery as well:
Steps:
1. Opened a new web map
2. Set the basemap to World Imagery, saved, and shared with Everyone
3. Opened a new web map and added the 1964 imagery by going to Add > Search for Layers > Specified the ArcGIS Server URL
4. Saved the web map, shared with Everyone, and then created the web application. This time I chose to use two web maps
Note: all of the above steps were performed in Firefox
Does the above application work for you in Chrome?
It does work for me in chrome. Ok so looks like since I created it in IE. I will re-create based on your steps provided and let you know if it will then work in chrome.

It fails in chrome(version 46- still cant IT to install the new version-wonder why I can get the firefox version to open but not the IE one) after created in IE.
The above fails for me as well in Chrome version 48.0.2564.109. You may want to follow up with Tech Support so that they can log this bug.
Claire Inbody - it appears to be a mixed content issue. Chrome is basically blocking the layer from being loaded while IE allows it through (the behavior varies from browser to browser, and even version to version when the browser auto updates).
Try loading the app from the link below (http, instead of https):

Alternatively, you can add the image service using the https url - https://ags3.lincoln.ne.gov/arcgis/rest/services/Aerials/Aerial1964/ImageServer
Adding the image service url over https will help with the blank search issue you referenced above.

Perfect. Thank you for the information, you are correct once I added the image service via https I do not have any issues in chrome.
