I am unable to load image services with ArcGIS online using Google Chrome version: 46.0.2490.71 m. However the image services load fine in Internet Exlplorer version 11.09600.18163.

Claire Inbody - it appears to be a mixed content issue. Chrome is basically blocking the layer from being loaded while IE allows it through (the behavior varies from browser to browser, and even version to version when the browser auto updates).
Try loading the app from the link below (http, instead of https):

Alternatively, you can add the image service using the https url - https://ags3.lincoln.ne.gov/arcgis/rest/services/Aerials/Aerial1964/ImageServer
Adding the image service url over https will help with the blank search issue you referenced above.

Can you provide more detail? For example, how are you trying to load your image services? Are you trying to add them as an item to your AGOL Organization? Or, are you trying to add the service directly to a web map? What errors are you receiving?

I am trying to add the image service to the web map. I do search for layers, In A GIS Server. Type in the rest service url. It works in IE does not work in Chrome.

I created a spyglass app and that app works in IE but errors out in chrome. I believe because it cannot read the image service I am using.
What version of IE are you using? I was able to reference the above URL in IE 11 and display the services. Also, have you tried adding the service by going to Add > Layer From Web? You can paste the entire image service URL there, i.e.:

I tried the application I created on the latest version of Google Chrome and Microsoft Edge and neither browser could properly view the spyglass app.
It appears to still be a bug.

I'm having trouble reproducing this. Can you walk me through your steps? Here is an app I created:
Steps:
1. Open web map
2. Added a layer (in this example, it's a tiled layer)
3. Saved and Shared with Everyone
4. Created the app using the Spyglass and one web map
Are you able to open the above web app in Chrome or Edge?
