Hybrid Reference Layer (for Export) - how to export without basemap

 I want to export the Hydrid Reference Layer for offline use. I can get halfway there but I'm not getting the exact result I want. I want just the road, rail layers, not any underlying basemap.

Using the vector tile layer Hybrid Reference layer (for export):

I can export the tiles using:

https://basemaps.arcgis.com/arcgis/rest/services/World_Basemap_Export_v2/VectorTileServer/exportTile...

, however the resulting VTPK has the hydrid reference layer on top of the streets layer

Hello Mark,

My guess is that you are trying to create an export of tiled images and not just vector images.  Is there another data source online that you could use with similar data as the the hybrid layer that contains only vector layers?  Or are there options to turn all the layers off except the vectors before processing?

Yes, that's essentially what's I'm doing. I ended up just using OSM shapefiles, not as good but it will have to do for now.
