Home Page Editor - Some Switches Not Working

Hi,  I'm configuring the new home page of ArcGIS Online which will we be replacing the legacy home page at the end of the year (per the Settings notice).   The switches for the logo in the Header component will not turn on.   

The switches in the Contents Block for Show title and Show summary will not turn off.  

Anyone experience this limit and found a way to change these settings?  

I like that we have a developer like place (aka sand box) to create the new home page before switching.  Does anyone know once we make the switch if we will still have a place to develop any future home pages.   I can see this working like some of the new apps where you can make changes but the changes don't become live until you publish it.
