Hide publicly editable data from being accessed in AGO?

Our Clerks department would like a workflow that lets members of the public add their name to a Permanent Absentee Voter list. We'll be using Geocortex for the workflow, but we're still looking at the best way to host the data.

A public user should be able to create a record with their name, address etc. But we don't want this data publicly available and we don't want anyone to be able to access/download it/add it to a webmap using Add Layers. Right now it doesn't seem like this is possible due to the definition of sharing with "Everyone":

But then I found a post that says if you mark a hosted layer as "Editors can't see items, even those they edit..." or something similar, and also the Citizen Problem Reporter. Can anyone confirm that it's possible to make a hosted layer publicly editable, but NOT available to the public or anyone outside of the group we designate?

Take a look at this document for an idea of how you would get this working. The example is heavily focused on Survey123 however there are parts on how you can secure the hosted feature layer so that no one can see others inputs or edit others data: https://community.esri.com/groups/survey123/blog/2016/11/10/getting-started-with-public-surveys
