Error in timestamp of ArcGIS Online map layers

When creating map layers for use in ArcGIS Online web maps and ultimately used in Collector projects, the time stamp for the data (created or edited) is always 8 hours off. I've tried setting the layer properties in ArcMap to the local time zone but the time stamp is still not correct. Is there another property that needs to be changed?

Keep in mind that Web clients, like collector and web maps perform a transformation to time fields from UTC. ArcMap shows the time as displayed in the database which is UTC. If you are located in the pacific timezone, this will be an 8 hour difference.
