My pop ups in ArcGIS Pro 3.1.1 have stopped working on multiple layers. 'Visible layers' is selected in the Explore Tool settings. Instead of getting a pop up for each visible layer I now only get one pop up. It's like the settings are stuck on 'Topmost layer'.
Has anyone else experienced this?
I am having the same issue. You're right, like it's stuck on 'Topmost Layer'.
I am also having this problem. It's incredibly annoying, I have to wonder if it has something to do with being on Windows 11.
Esri showed me that my layers were hidden because I needed to expand the stacked elements. In the picture, hovering over the vertical line says "Split into two vertically stacked elements". I hope this solves your issue too.

This was driving me nuts too. In Pro 3.4, the bar showed up in the upper right hand corner when I hovered or clicked on it. Its shown circled in red below. Once I changed it though, I do not get the bar back and cannot revert to the previous format otherwise I would have showed you.
In ArcMap perhaps, I thought the number in the bottom left indicated how many popups there were? Am I hallucinating and wasn't that a good thing?

There's a new way, and this kinda weird and not intuituve at all. I learned this today that if it's multiple features, we need to use Ctrl + Drag a little box, to identify multiple features.
drag a box while pressing the Ctrl key to identify multiple features.
