The Living Atlas website is a custom implementation, however you could come close using Category Gallery - one of the group-based configurable apps. The filters shown in the Living Atlas page could be implemented as categories, and item type filter are also available.

Other options to implement something similar could be done using Experience Builder or Hub. But IMHO, Category Gallery is the easiest way to get there.
