Add a simple raster georeferencing tool to AGOL. Perhaps base simplified capabilities on mapwarper.net or the David Rumsey referencer https://www.davidrumsey.com/view/georeferencer, both of which work well for users looking to overlay map images that lack well defined projections, or users just needing a quick approximate overlay.

And with the upcoming February ArcGIS Online Update, you'll be able to save the media layer out for use in other maps, with the referencing preserved so you don't need to do it again.
