I'd like to know what settings others use for global turns in a street network dataset. The default turn costs just seem too low when you consider time required to slow down, make the turn, and speed back up to an average speed, not to mention the possibilities for stop signs and traffic lights. I am setting this up for fire department apparatus response, but I'm interested in hearing from anyone. For people who use this global turn delay evaluator, what settings did you use?
Thanks,
Doug
I think you might have scared people off with the mere mention of the potential use in EMS. I will go out on a limb and say 5 seconds regardless of turns etc.. all EMS vehicles go thtough a signaled intersection with extreme caution anyway. Worse case scenario...the vehicle arrives early...if it came down to choosing a route..the driver would make that decision. I am sure no one in the back would be saying... "You should have..."
There...now that I have blazed the trail.. let others weigh in. (the opinions expressed here are not sanctioned by anybody )
Thanks, Dan. This isn't for our dispatch system, so I hope no one was scared off. It's for response time analysis - estimates and such. Thanks for blazing the trail!
Adding a groups which may help glean more responses (I didn't see a tag for them in this post):
Chris Donohue, GISP
Thanks, Chris. I don't frequent these forums, so I am not familiar with groups to tag.
I started to reply to this when it was first posted, but I couldn't locate the articles I wanted to site: somewhere there is an ArcUser article by Mark Price that delves into turn impedences. It's a few years old now; I used his approach for a while. Wish I could find the article, but google failed me...
Perhaps Jay Sandhu knows where to find it....
Given the five planets available to us in the morning sky, I was able to find:

http://www.esri.com/news/arcuser/0708/files/burnaby_1.pdf
http://www.esri.com/news/arcuser/1207/files/priming2.pdf
Still haven't found the one I was hopping for, but it's out there somewwhere...
In response to another thread, I found an old post I participated in several years ago:
